Part of the `alepha` package. Import from `alepha/cli/platform`.

## Overview

The `alepha platform` plugin (`alepha p`): plan, provision, build, migrate,
deploy and tear down named environments on Cloudflare Workers or Bay, plus
`secrets` and `auth` management.
